Ryu Seong-joon works homicide in Muyeong like a machine that only knows one setting: arrest. His older brother, Ryu Seong-hoon, is the kind of judge who finished first in every exam that mattered and still looks at a courtroom as a place that should stay clean. Jo Eun-ki runs a children's center and keeps taking in kids the rest of the city would rather not see. After a jury convicts a killer whose signature is a slit at the mouth, those jurors start dying. Seong-joon is the cop closest to the case, then the cop everyone is looking at. The three of them keep walking into the same rooms: the station, the bench, and a welfare home that used numbers instead of names.
